The Sammamish City Council members just screwed their constituents.

On a 5-2 vote May 15, the council agreed to advance the current proposal for revising the traffic concurrency model.

It was a vote that shocked Mayor Christie Malchow and council member Tom Hornish, who opposed advancing the model.

Deputy Mayor Karen Moran and Members Jason Ritchie, Pam Stuart, Ramiro Valderrama and Chris Ross voted to advance the concurrency revisions even through the model doesn’t include analyzing congestion and travel times. The model’s creation also included count flaws, the staff admitted, nor was it validated when submitted to council for approval.

Drivers who sit in traffic are told they have a better experience. Traffic, according to the model, has improved from 2014 to 2016.

It’s a preposterous claim. Yet five council members voted to advance the model toward approval in June or July.

New traffic concurrency model ignores congestion; city council caves to staff

Sammamish drivers hoped for traffic congestion relief when the City Council adopted an emergency building moratorium last year in order to take time to fix the traffic concurrency model.

What they are going to get is a new model that’s worse than the old one and worse traffic.

The new model suggests that traffic in Sammamish has improved between 2014 and 2016 and it is better on Sahalee Way, which is notoriously backed up during the morning rush hour.

In Sammamish we, as a community, are facing many important issues, including:

  • Trees coming down; Loss of tree canopy; Worries over wildlife habitat.
  • Tough commutes, traffic congestion and worsening driver experiences.
  • Storm water management; Erosion and sediment issues; Kokanee runs.
  • Preserving community character and aesthetically displeasing development.
  • Housing affordability and options to stay in Sammamish as ones needs change.
  • Capital needed to remedy extensive, inherited transportation deficiencies.
  • Voter tax fatigue – especially with recent impacts of McCleary and ST3.
  • Costs of community desires – Open Space; Parks; Trails; Arts; Human Services.

Several of the above issues are symptoms of two fundamental root ailments.

Sammamish’s Tax Day of Reckoning has arrived

The Tax Day of Reckoning for Sammamish has arrived.

The City Council tonight may decide whether to adopt a 1% property tax hike, something Councils have avoided for the past eight years.

It could even decide to recapture the eight years of deferrals, or an 8% increase in property taxes, but this is unlikely.

Council Member Don Gerend also suggested the possibility of a utility tax during a study session last night.

Council Member Kathy Huckabay suggested a Transportation Benefit District tax dedicated only to road projects.

In 2006, Sammamish pointed to concurrency to stop growth

cope with development and growth, Members should revisit a May 2006 statement by the then-City Manager who said concurrency can be used to limit growth.

That statement, in the City Newsletter by Ben Yazici, stands in stark contrast to statements this summer by his successor, Lyman Howard, Vic Saleman, a traffic engineer consultant, and the City staff, that this isn’t strictly true.

The Council has a study session tonight beginning at 5:30pm at City Hall that includes a focus on concurrency options.
